Sat Ouannou

Sat joined the bank in 2015.  He brings to Congressional Bank more than 14 years of financial services and management experience.  Sat enjoys helping business owners by identifying all needed banking resources and delivering them to their door steps.  He streamlines clients’ banking needs in order to increase their productivity.  Sat has tremendous knowledge about business accounts & loans, treasury management, merchant services, consumer accounts & loans, investments and mortgages.  Before joining Congressional Bank, Sat was with Key Bank, SunTrust, RBS, Citizens Financial Group and US Trust. Sat is a graduate of Northeastern University in Boston, MA with a Bachelor of Science degree in Political Science.  He speaks fluent French and Spanish.

Dinesh Gosain

Dinesh joined the bank in 2011. He has over 8 years of experience as a banker. Prior to Congressional Bank, Dinesh was a banker at Wachovia Bank and Wells Fargo Bank where he grew business through the acquisition, expansion, and retention of customer relationships by providing exceptional customer service. Dinesh graduated from Northern Virginia Community College with an Associate Degree in Computer Science, and has lived and worked in Northern Virginia for over 35 years.

Michael Molnar

VP & Community Manager for Potomac, Maryland and surrounding area |

Michael joined the bank in 2013. He served as a banker in the Potomac community for nearly 10 years and has worked with a variety of businesses and professionals, helping them meet their banking needs and providing them with service which exceeds their expectations. Michael graduated from University of California, San Diego with a Bachelor of Science degree in Biology.

Selam Eyassu

Selam joined the bank in 2013.  She has over 7 years of banking experience which includes, new business development, portfolio management and client relationship management.  Selam is also a member of Congressional Bank’s Political Banking Team.  She also enjoys developing new relationships with clients by representing the bank at many community engagement activities in and around DC.  Selam graduated from Radford University with a Bachelor of Science degree in Marketing.

Patience Gaskill

SVP Deposit Sales for Maryland, Virginia and Washington, DC |

Patience Gaskill joined Congressional Bank in 2012. She manages the Deposit Sales team including the Business Development Officers and the staff at the bank's four branches. Prior to Congressional Bank, Patience was Senior Vice President, Retail Administration for Suntrust Bank where she managed sales and operations for 14 branches in Washington, DC. She was with Suntrust Bank for 12 years prior to joining Congressional. Patience graduated with a Bachelor of Science degree from the University of Maryland Smith School of Business.

Tony DeLucca

SVP Commercial Lending for Maryland, Virginia and Washington, DC |

Tony DeLucca joined Congressional Bank as Vice President of Commercial Lending in 2005 and was named Senior Vice President - Commercial Lending in 2007. Prior to Congressional Bank, Tony was the Vice President of Commercial/Residential Lending at Colombo Bank where his responsibilities included: loan origination, business development, portfolio management, secondary market manager and a member of loan committee. His previous experience includes roles with Bank Atlantic, RFC / Homecomings Financial and Countrywide Wholesale Lending. Tony graduated from Florida Atlantic University with a degree in Finance.

Ross Berman

VP Commercial Lending for Maryland and Washington, DC |

Ross joined the bank at its inception in 2003, so he has more than 10 years of experience in community banking in the Suburban Maryland market. His professional background includes customer service, branch banking, deposit operations and commercial lending. Ross graduated from University of Maryland with a Bachelor of Arts degree in Communications.
