Tony DeLucca joined Congressional Bank as Vice President of Commercial Lending in 2005 and was named Senior Vice President – Commercial Lending in 2007. Prior to Congressional Bank, Tony was the Vice President of Commercial/Residential Lending at Colombo Bank where his responsibilities included: loan origination, business development, portfolio management, secondary market manager and a member of loan committee. His previous experience includes roles with Bank Atlantic, RFC / Homecomings Financial and Countrywide Wholesale Lending. Tony graduated from Florida Atlantic University with a degree in Finance.

Ross Berman

Ross joined the bank at its inception in 2003, so he has more than 10 years of experience in community banking in the Suburban Maryland market. His professional background includes customer service, branch banking, deposit operations and commercial lending. Ross graduated from University of Maryland with a Bachelor of Arts degree in Communications.

Ebenezer Botchway, Jr

Ebenezer joined the bank in 2019. He brings more than 10 years of experience in commercial lending and real estate. Prior to joining the Bank, he served as the Commercial Real Estate Group Head at Industrial Bank. He began his career in affordable housing development before moving into commercial real estate lending. He has held commercial real estate lending positions with M&T Bank and EagleBank. Ebenezer graduated from American University with an MBA in Finance and Real Estate; and University of Maryland Baltimore County with a Bachelor of Arts degree in Political Science.

Trevor C. Matese
VP Commercial Lending for Maryland and Washington, DC

Trevor joined the bank in 2017, and since that time has focused on commercial real estate secured lending. He began his career in commercial real estate lending in 2010. Prior to his time at Congressional Bank, Trevor worked in various roles at EagleBank where he began his career. Trevor is a lifelong resident of the Washington DC area and graduated from Georgetown University College of Arts and Sciences, where he earned a degree in Government and was the Captain of the Men’s golf team.
