Online Banking systems will be unavailable during upgrade weekend. There will also be actions to take prior to the upgrade. Please refer to the informational links on this page for details and instructions. We apologize for any inconvenience and hope this advance notice is helpful.

System Upgrade Information:
As of 6:00pm ET on Friday, August 9 to 8:30am ET, Monday, August 12, 2019 – Online Banking will be unavailable while we update the new system.
8:30am ET, Monday, August 12, 2019 – Full Online Banking services will resume. All users need to log in to the new system before Tuesday, October 1, 2019 with your temporary password (last 5 digits of your SSN). See instructions below.
IMPORTANT: If you do not log in prior to October 1, online banking will be disabled.
Instructions – Starting August 12, 2019, log in with your existing Username in lowercase. Your temporary password will be the last 5 digits of your SSN. You will be prompted to select a new password. You can change it back to your former password prior to the conversion if you choose.
Logging in from Congressional Bank homepage (or bookmarked page) – Instructions and screen shots will be available soon. Please check back closer to the system upgrade scheduled for Monday, August 12, 2019. Starting on that date, if you have a link to online banking bookmarked and saved to your favorites, please delete it and log in from the Congressional Bank homepage and then resave the new URL.
Monday, August 12, 2019 – Deposit Account History will convert to the new system. 90 days of account history will be available.
Tuesday, August 13, 2019 – Loan and CD Account Information and History will convert and will be available in the new system.
Please Note: 90 days of account history including check images will be converted. Access to additional history is available to you through your past eStatements.
8:30am ET, Monday, August 12, 2019 – Account Nicknames will need to be re-established in the new system. They will not be converted.
8:30am ET, Monday, August 12, 2019 – Full Mobile Banking services will resume, including the addition of Zelle® Person-To-Person Payments.
Instructions – Mobile Banking is available to all Congressional Bank online banking users. Beginning August 12, 2019, once you have logged in to the new Personal eBanking system and changed your temporary password, you will be able to resume using the mobile app.
Mobile banking login will NOT be successful until the temporary password has been changed in Personal eBanking to a permanent password. Repeated eﬀorts to attempt to log in with the temporary password may initiate a lock-out from mobile banking which will prevent any further attempts to access mobile banking until 24 hours after the lock-out is initiated. The bank cannot unlock, reset passwords or override the lock-out.
If you do not have the mobile app, please download it from the App Store or Google Play.
Please Note: Existing Mobile Banking Users may be asked to provide additional veriﬁcation steps such as receiving a text code the ﬁrst 12-15 logins to mobile banking after the system upgrade.
8:30am ET, Monday, August 12, 2019 – Bill Payment access will resume. Previously scheduled payments will continue to process as usual without interruption.
Instructions – All Bill Payment payee information and Bill Pay history will be automatically converted to the new system. We recommend you review your payees and scheduled payments on the new system, August 12, 2019.
8:30am ET, Monday, August 12, 2019 – There will be no change to Bill Pay processing.
When creating payments, specify the “Due Date” for a payment. The Bank will calculate when to send the payment based on the payment type (check vs. electronic) and payee relationships.
8:30am ET, Monday, August 12, 2019 – Zelle® Person-to-Person Payments will be available. Personal Electronic Payees and Payments, as well as External Transfers, will not be converted to the new system. These will need to be re-established through the new Zelle service or the External Transfers tab (see External Transfers).
Debit Cards/ATM cards will work during conversion weekend, Friday, August 9 – Sunday, August 11, 2019. All customers will have the ability to check balances and make transfers at Congressional Bank ATMs.
During conversion weekend, transfers can be made at Congressional Bank ATMs, through Telephone Banking, or at a branch during normal business hours.
8:30am ET, Monday, August 12, 2019 – Internal, recurring online transfers between your accounts at Congressional Bank will convert to the new online banking system.
Instructions Prior to 6:00pm ET, Friday August 9, 2019 – We suggest you print your internal transfers from the current system so you can verify them on August 12, 2019.
8:30am ET, Monday, August 12, 2019 – External transfers will need to be re-established in the new system.
Instructions – Re-establish external transfers by selecting the External Transfers tab in Online Banking. These are set up to transfer funds between your account(s) at Congressional Bank and other ﬁnancial institutions. As part of the system upgrade, we will oﬀer Zelle®, Person-to-Person payments so you can pay others right from your account.
8:30am ET, Monday, August 12, 2019 – You will need to re-establish your account alerts in the new system. These will not be converted.
Instructions – Re-establish your account alerts through the Customer Service tab In Online Banking on August 12, 2019. Premium Alerts will now be available by SMS text messaging or email. Standard text message rates will apply.
8:30am ET, Monday, August 12, 2019 – 12 months of eStatements will be available on the new system after you re-enroll
Instructions – Prior to 6:00pm ET, August 9, 2019 as a precaution, we suggest you download past eStatements. To re-enroll on August 12, click on the Documents eStatements link on the bookmark bar. A new browser tab will open and the authorization information is displayed. If you click the Accept button, your eStatement history will be available.
